Created an electronic services portal for the Lithuanian Road Administration

UAB "Lexita" specializes in the creation of information systems and online portals. As digital transformation experts, they have developed an electronic services portal commissioned by the Lithuanian Road Administration. The goal of creating this portal was to digitize and modernize the delivery of administrative services to the clients of the Lithuanian Road Administration.

From now on, users of the Lithuanian Road Administration portal can quickly and efficiently access the following services:

  • Obtain permits to restrict traffic on state roads during work,
  • Obtain consents to use state roads for oversized and/or heavy vehicles,
  • Obtain permits to install driveways, cadastral measurements for land plots,
  • View their submitted orders and their status in their user account,
  • Pay for services directly on the portal.

Starting from June 1, 2023, you can use electronic services. You can access the service portal directly at https://paslaugos.lakd.lt.

The design, creation, configuration, installation, and integration of the electronic services portal with the State Information Resources Interoperability Platform and the Lithuanian Road Administration's document management and geographic information systems were carried out by UAB "Lexita." They are now also performing warranty maintenance work.

The portal has integration interfaces with the following systems:

  • Document Management System,
  • Geographic Information Data System,
  • State Information Resources Interoperability Platform.

The services of the portal and the document management system integration interfaces operate on the SVDPT network. Integrated modules for administration, users, services, data exchange, and functional requirements are included. Appropriate portal performance speed and the use of secure protocols are ensured.

The portal design was created using the best UX (User Experience) and UI (User Interface) practices. The user interface is made intuitive and understandable. The user interface is accessible using the most popular web browsers.

UAB Lexita installed a testing environment in the production environment. Acceptance testing was performed. Testing scenarios were prepared and agreed upon with the Lithuanian Road Administration. During acceptance testing and maintenance, identified errors were registered and corrected, and an electronic log of observed errors and their statuses was kept. A specialized issue tracking software (Help Desk) based on network technologies was used for error registration. Finally, final acceptance and integration testing were conducted.

Internal users were trained to use the portal. A functioning training environment was prepared, and training sessions were organized according to business areas. Training was completed before the start of the trial operation of the portal. Sequentially completing all project implementation stages, UAB Lexita handed over a fully prepared and tested project to the Lithuanian Road Administration for public use.

Thanks to the creation of the electronic services portal, the company's processes have been optimized and digitized. The company's operational efficiency and transparency have increased. The administrative burden on the company's employees has been reduced. Clients of the Lithuanian Road Administration can use more convenient, accessible, and higher-quality services. The portal is designed to ensure the security of personal data according to Lithuanian laws and GDPR.
