A digital solution that allows municipalities to run the entire resident initiative process — from idea submission and evaluation through to voting and monitoring project implementation. The system helps ensure transparent public involvement in decision-making and the effective use of municipal budget funds.
Users complete a structured idea submission form, filled in as a wizard. Only residents of Lithuania may submit ideas, and their details are verified against the Residents Register. Users mark the location where the idea would be implemented on a map or by coordinates and provide a preliminary cost estimate. The system calculates the size of the reserve.
Administrators evaluate submitted ideas against defined, publicly available evaluation criteria. The evaluation process and its results are visible to all residents — the criteria applied, their scores and the final result on a clear evaluation scale are published. If an idea does not meet the requirements, it is returned to the user for clarification, with notes and comments. The user can amend the returned idea and submit it for re-evaluation.
Once the voting stage begins, users can vote for the ideas of their choice electronically or on paper, casting votes for no more than 3 ideas. Paper ballots are generated before the voting stage starts. Throughout the voting period users can change their choice or vote for ideas they have not yet selected, provided the vote limit has not been exceeded. Only residents of the district concerned may vote — their eligibility is verified against Residents Register data. The system safeguards against repeat voting. Voting results are calculated by including both electronic and paper votes.
At the winning stage, the ideas that received the most resident votes are selected, taking the available budget into account. The system presents an overall summary of the voting results, but the final decision on the winning ideas and their implementation is taken by the municipality. Until the municipality announces its decision, the result is treated as pending approval.
Users can follow the implementation of the winning ideas, see which stage each winning idea has reached and which implementation stages are still ahead.

When submitting an idea, its implementation location can be specified by marking it on a map or by entering exact coordinates.
