Participatory budgeting from idea to completed project. Residents submit ideas with a location on the map and a cost estimate, the municipality evaluates them against public criteria, and residents vote online or with a paper ballot.

What changes

Without the system: Ideas are collected by e-mail and on paper forms.

With the system: The idea is submitted online: location on the map, description and cost estimate.
Without the system: Residents do not know why their idea was rejected.

With the system: Ideas are assessed against public criteria, and the reasons are visible to everyone.
Without the system: Votes are counted by hand, and it is hard to check whether someone voted twice.

With the system: Electronic and paper votes are combined, and duplicates are discarded.
Without the system: After the vote it is unclear what happens to the winning projects.

With the system: Implementation stages are published for each project.

Each idea is assessed against the provisions of the rules - the result is public.

Each criterion has an assessor and a status: under assessment, returned, rejected, approved
The final result is determined by the criterion statuses
Comments on specific fields - the author corrects the idea and resubmits it
Reasons for rejection are visible on the idea page

Voting

Residents vote online or on a paper ballot - the results are combined.

Vote for up to 3 ideas; the choice can be changed while voting is open
Only municipality residents aged 16 and over can vote - checked against the register
Ballots with a QR code are recognised automatically once scanned
The same person voting online and on paper is counted only once
Winners are announced and authors are notified by e-mail

Anyone who logs in via the e-Government Gateway. Only municipality residents aged 16 and over can vote - this is checked against the register. An idea can be started and finished later - the draft is saved.
